The information on this page is from the Owner Handbook provided to owners when they purchase a Town Center Condo unit.
 
Board Meetings
The Board of Directors meets periodically as needed.  Board meetings are held in the Clubhouse Community Room and are announced in advance by email and by a posting on each building’s bulletin board near the elevator on the garage level.  Meeting minutes are distributed int the same manner. In addition, the Board hosts at least two informational update meetings for all owners.  Notifications of upcoming meetings are sent to the community via email. Owners are welcome to attend regular board meetings but are not required to.
 
Annual Owner Meeting
The Association’s Annual Owner Meeting is usually scheduled in October.  Superior Property Group will send each owner an information packet prior to the annual meeting, including a meeting notice, agenda, proxy form, and other important information.  It is very important that as many owners participate in the Annual Meeting is this is when the Association votes on the next year’s budget and elects board members.  A quorum (minimum number of owners present for a valid meeting) is 56 owners, including proxies.
 
Owner Communications
Communications to the Association (i.e., notices, meeting minutes, newsletters) are distributed two ways:
  • Sent by email by Superior Property Group
  • Posted on the bulletin board near the elevator in the garage level of each building
Special notices (such as the Annual Meeting packet) are mailed by Superior Property Group as needed. On rare occasions, Superior or the Board of Directors may deliver an urgent communication in person, door to door.  The Association does not maintain a Facebook Page or any other website except www.mytowncentercondo.org and the management portal.  Any other website or social media presence are unofficial communication sources and are not to be relied on for accurate information.
 
Budget
The two drivers of condominium assessments are the operational budget expenses (day-to-day expenses for the current year, such as elevator maintenance, snow removal, water utility service, etc.) and reserve funding for capital expenses (replacement of roofs, water heaters, pavement work, etc.).
 
For budgeting operational expenses, the Board of Directors reviews information from various sources, such as historical budget vs. actual expenses, existing contracts with service providers, bids from service providers, notices for utility rate increases, and so on.
 
For budgeting capital expenses, the Board commissioned a professional reserve study by Reserve Advisors in 2020.  Reserve Advisors inspected the condition of 76 elements/assets, estimated the remaining useful years of each element, estimated future replacement costs, and recommended a funding plan.

Owners can contact Superior Property Group to ask budget questions and are welcome to attend board meetings and ask questions there as well.
 
Monthly Assessments
As of January 1, 2025, monthly Assessments are currently $415.00 and are due on the 1st of the month.  Assessments are considered late if not paid by the 10th of the month, at which time a $25.00 late fee will be applied.  Accounts that are delinquent are subject to additional action, such as the filing of condominium liens and condominium foreclosure on individual units.  Owners with difficulty making assessment payments are encouraged to contact Superior Property Group to work out payment arrangements. If accounts become past due, they will be sent to a collection agency.
 
Assessments can paid via online payments via the Resident Portal.
 
 
Hazard Insurance Certificate
Town Center Condominium insures the common area elements and units in accordance with Wisconsin Statutes for casualty and liability risks.  The Association does not insure items of personal property within the units, within the parking structure or within the Limited Common Elements, nor insure any improvements made to the units.  Owners are encouraged to contact a qualified insurance agent to procure insurance for personal property, liability exposure, loss of use, and any other risks applicable to condo ownership.
 
If your mortgage lender requires a copy of the Association’s Certificate of Hazard Insurance (“studs out” coverage), you can request your own copy through Hausmann-Johnson Insurance at 608-252-9659.
 
Mailbox Stations
Postal service is provided to the mailbox stations located curbside near the parking lot entrances.  Each unit as an individual locked mailbox, and an outgoing mail slot is available in each station.  When a postal parcel is delivered, the mail carrier will place it in one of the large mailboxes located beneath the individual mailboxes and then will leave the key in the unit mailbox.  After this key is used to retrieve the parcel, close the door and the key should remain in the lock.
If the mailbox lock malfunctions or need mailbox keys are lost, the lock must be replaced.  Please contact Caribou Property Management to make arrangements for this.  If you have any questions or concerns with actual mail delivery, contact the East Side office on Milwaukee Street at 608-246-1228.  
 
Master Key & Unit Locks
Each building has its own building access key that is separate from the unit key.  This key will only provide access to the owner’s specific building and to the community building section of the 101 building.  Additional copies of the building key are available from Superior Property Group for a fee. Individual unit keys open the unit and the associated parking garage storage unit.  Owners can make copies of this key on their own without involving Superior.
 
Each unit lock is part of a master key system.  The master key is kept by Superior Property Group off-site.  Use of the unit master key is only by authorization by the Unit Owner or in an emergency situation.  A reasonable attempt is made to contact the unit owner before entering a unit in an emergency.
 
If a unit’s lock needs to be changed or altered, please contact Superior to ensure this is handled in a way to keep the lock in the master system.  The unit lock should not be changed without proper approval.  If a unit lock is changed and is no longer on the master key system, emergency access to the unit may be by force if necessary.  The unit owner will be responsible for any damage caused by forceful entry.
 
For replacement keys, please contact Superior Property Group if locked out (lockout services incur a fee charged to the unit owner) or to get information on where to obtain a replacement key.  Costs for replacement keys are charged to the unit owner.
 
Garage Remote Control
The garage door of each building is operated by a remote control.  Residents are responsible for the replacement of any lost remotes; replacement remotes or additional remotes are available from Superior Property Group for a fee.
 
Cable & Satellite Services
Cable TV (Spectrum) or satellite dish services need to be arranged by the unit owner.  The Association supplies Spectrum cable TV for the workout room and community room in the Clubhouse, but not for individual units.  To set up service to the unit, contact Spectrum directly.  Satellite dish services must be arranged through the Association’s authorized retailer, CTI Services, at 608-846-5085. Note that satellite dishes are no longer allowed to be installed on any part of any building at Town Center Condominium and must be installed on a land-based post with prior approval by Superior Property Group or the Board of Directors.
 
If an owner has a provider install cable or satellite electronics without going through CTI Services and damages are incurred, the owner is responsible for the full cost of damages plus the Association will require removal of non-CTI-installed equipment.
 
Garage Storage Closets
Each unit has a storage closet in the parking garage.  The unit key also opens the storage unit door. No materials prohibited by law or local ordinances may be stored in any storage area.
City of Madison fire code requires that all items must be stored at least 18 inches away from the emergency sprinkler heads.
 
Additional Storage for Rent
If available, an additional storage unit in the garage or unused maintenance room on each building floor may be rented from the Association. Contact Superior Property Group to find out availability and rental costs.
 
Protrusions
No awning, machines, hot tubs, air conditioning units, wiring for electrical or telephone installations, or other similar protrusions shall be allowed on the exterior of the building upon any balcony or deck without the prior written consent of the Board of Directors (ref: Condominium Rules & Regulations, Section E)
 
Waste & Large Item Disposal
Trash and recycling dumpsters are located in the trash room located adjacent to the garage door entrance to the parking garage.  The trash room lights are on a motion-sensor.  Dumpsters are emptied weekly.  Do not leave items on the trash room floor or outside the dumpsters in any fashion for collection.  Pet waste must be double bagged before being placed in the trash dumpster.
 
Recycling should be placed in the recycling dumpster loose – do not place recyclable items inside a bag of any kind.  Cardboard boxes should be broken down to conserve space.  Trash should not be placed inside the recycling dumpster, otherwise the Association can be charged contamination fees.
 
Hazardous materials should not be disposed of in the trash room dumpsters or disposed of in drains in any common area.  Proper disposal of hazardous material is provided by Dane County, and further details can be found at Dane County’s Clean Sweep website: www.danecountycleansweep.com
 
To dispose of a large item (furniture, mattresses, appliances, etc.) please visit the City of Madison’s Streets Department website at www.cityofmadison.com/streets.  This website also has information regarding recycling center drop-off sites.
 
Do not dispose of electronics in or around the dumpsters.  The City of Madison has a program that accepts CPUs, monitors, laptops, and TVs for a small fee.  Items accepted free of charge include keyboards, scanners, printers, stereo components, cell phones, DVD players, video game consoles, miscellaneous computer parts, mouse, cables, VCRs, telephones, typewriters, and inkjet cartridges.  More information is at www.cityofmadison.com/streets/recycling/computers/program.cfm
 
If improperly disposed trash is found in the trash room or someone is observed making a mess or otherwise violating the trash/recycling guidelines, please contact Superior Property Group right away and report the facts.  If possible, security footage can be checked to identify the perpetrator and assess the necessary fine.
 
Dog Owners
All dog waste on the grounds must be picked up and properly disposed of.  The Association provides three outdoor pet waste stations with bag dispensers located adjacent to Building 121 garage entrance, between Buildings 141 & 6402, and outside the community building entrance.
 
Balconies/Decks/Patios
All balconies, decks, and patios shall be kept free of personal property, except for those items usually associated with outdoor living such as plants and outdoor patio furniture.
 
Grills
The City of Madison has ordinances that govern the use of LP, natural gas, charcoal, and electric grills as well as any other open-flame device.  The grill guide can be accessed at www.cityofmadison.com/fire/your-safety/home/grill-guidelines If the Association receives a fine from for a violation, it will be passed on to the offending owner in addition to any other fines levied by the Association.
 
Signage
No sign of any kind shall be displayed in public view on any unit without prior written consent of the Board of Directors.
 
Maintenance of Units
All owners shall promptly perform (or hire someone to perform) all maintenance and repair work within the unit.  The unit owner is responsible for all damages and liabilities that any failure to maintain or repair may engender.  Owners may hire Superior Property Group maintenance staff to perform unit repairs – contact Superior for costs, scheduling, and other details.
 
Maintenance of Common Areas
Superior Property Group maintenance staff are on site as needed to check and fix issues.  If a resident observes something in the common areas that needs maintenance attention, please contact Superior to report it.
 
Building Security
Each resident is responsible for closing all doors that should be locked and for observing the following security rules:
  1. Residents are responsible for ensuring that they and anyone that they have granted access to the building does not prop open any entry door or garage door at any time.
  2. When entering and exiting the building using the parking garage, owners should check in their rearview mirror to make sure strangers are not entering the building as the door closes.
  3. When entering the building, do not admit any unknown individual(s) even if they claim to be a resident.  People who are legitimately seeking admittance to the building will not be offended by being told the building is a secure building and they must contact the resident they are seeking for admittance.
Garage Security Cameras
Each garage is equipped with motion-sensor security cameras.  The recorder saves footage for thirty (30) days.  If an issue is discovered in the garage (break-in, trash room mess, car damage, etc.) report the facts to Caribou Property Management immediately so the footage can be checked.
 
Building Entry Intercom
Next to the main entrances of each building is an intercom keypad.  Contact Superior Property Group to have a preferred phone number linked to the unit.  Guests will select the unit number or owner name from a list on the intercom, and the system will dial the associated phone number.  After the call is answered, verbal communication is possible through the intercom.  To unlock the outer door via the intercom system, the owner should press the number 9.
 
Deliveries
Building security is important at Town Center Condominium.  It is against the Rules & Regulations to post a note (sign) or leave an entrance door blocked open.  If expecting a delivery (courier packages, food deliveries, etc.), the building entry intercom system should be used to communicate with delivery personnel and allow entrance.
 
Community Room Reservations
The Community Room is left open for residents to access.  Users are responsible for cleaning up after themselves and their guests.  The room is able to be reserved on a first-come, first-served basis for private events.  To reserve the room, sign up through the Community Room page on this website.  When the room is not specifically reserved, it is available for general use for all owners.
 
Clubhouse Restrooms
Public restrooms are available in the Clubhouse and include showers for use before and after use of the spa pool.
 
Fitness Room
The entrance door of the Clubhouse fitness room is locked at all times.  The lock can be opened by the unit key or by entering the code 2-4-5 and then pressing the Enter button.
 
Users are responsible for cleaning fitness equipment before and after use with provided cleaning materials.
 
Damage to Common Areas
Damage to the common areas caused by an owner or owner’s visitor/guest is the responsibility of the owner.  Owners shall not discard any materials in the common areas.  If damage to the common areas is witnessed or observed after the fact, please report the facts to Superior Property Group.
 
Smoking
Smoking is not permitted in any of the interior common areas of buildings, including the garages, or anywhere within the Community Center or patio.
 
Hallways Clear
Hallway floors should be kept clear of personal items, including door mats, boots, and shoes.
 
Garage Parking Stalls
Garage parking stalls are not for storage.  Parking stalls are to be used to park a single motor vehicle. Motorcycles, mopeds, or bicycles can also be parked in a stall along with a motor vehicle as long as they are contained within the parking lines.  Other personal items (patio or indoor furniture, toys, boxes, containers, etc.) may not be stored in parking stalls.
 
Pet Policy
Please refer to Section D of the Association’s Rules & Regulations for the full pet policy.  The Association limits what types of animals and dog breeds may be kept as pets, but all pets must be kept inside individual units and not kept for any breeding or commercial purposes.
 
Any pet found in violation of the Pet Policy shall be permanently removed from the property within ten (10) days of the owner being given notice by the Board of Directors or Superior Property Group. Please note that all violations must be submitted in writing to Superior or the Board of Directors. Owners with animals on the premises in violation of the Pet Policy are subject to a fine of $10/day/animal.
 
Elevators – Emergency Call Button
Each building has an elevator equipped with an emergency call button.  If you accidentally push or bump the call button, please answer the call from the operator and relay that the button was activated in error.  Otherwise, the Fire Department will be notified to respond, and the Association will be issued a fine for a non-emergency call.
 
Common Area Lighting
Common area lighting is checked periodically, but issues with hallway lights, exit lights, garage lighting, Clubhouse lights, parking lot lighting, etc. (burned out bulb, light is blinking) please contact Caribou Property Management to address.
 
Smoke Detectors/In-Unit Fire Alarms
Each unit has hard-wired smoke detectors.  Smoke, dust, and tampering with the smoke detector can activate it.  
After they have been triggered, each detector must be reset by pushing the reset button located on the smoke detector unit itself.  This is only applicable for the smoke detector in your unit, and does not apply if an incident in another unit causes a building-wide alarm.
 
The smoke detector battery should be changed at least once each year, and smoke detector units should be replaced after 10 years.  Superior Property Group's maintenance team can help with replacement of smoke detectors – contact Superior via a Meld request for costs and scheduling.
 
Fire Sprinklers
Each building has a fire sprinkler system that is always under pressure and charged.  The sprinkler head itself is held in place with a small glass vial containing a chemical that will expand when heated.  Once it reaches a set temperature the liquid expands to the point where the vial breaks, thus releasing the pressurized water.  The water flow will not stop until it is either plugged or the water is shut off.
 
If the sprinkler system is activated, 9-1-1 should be called because the Fire Department has access and tools to stop the flow of water.  Remember that a sprinkler head can discharge if they break by getting hit accidentally or they are damaged.
 
Superior Property Group must be notified of every fire sprinkler activation.
 
Fire Alarms – Building Wide
Each building has its own fire alarm system that can be triggered by smoke in a hallway or common area, excessive heat in the garage, triggered sprinkler system (in either units or common areas), or if a fire alarm pull-station is activated.
When the building fire alarm is triggered, the fire alarm monitoring system is notified and will contact Dane County 9-1-1 Dispatch and Superior Property Group.  Immediately evacuate the building until the all-clear is given by the Fire Department.
 
If the alarm was accidentally activated in your unit:
  1. Call 9-1-1 and explain the situation
  2. Call Superior Property Group (if after-hours, call the after-hours number) and explain the situation.  Superior Property Group will handle turning off the alarm system.
Service Providers
If there is an issue with a service provider or contractor hired by the Association (cleaning, snow removal, lawn care, trash removal, etc.) please contact Superior Property Group.  Please do not interfere with the service provider’s contracted work by giving instructions or sending them away.  The Association can incur additional costs or penalties for return trips caused by miscommunications.
 
Enforcement of Association Rules
Superior Property Management enforces the rules that apply to Town Center Condominium.  Rule enforcement preserves the aesthetic quality of the Association, maintains order, and enhances community living.  Remedies such as fines and legal proceedings may apply where appropriate.  Owners are responsible for their tenants, residents, and guests.  Legal expenses incurred by the Association will be passed along to the responsible owner.
